Belsky is joining the company as a Managing Director and will serve as a municipal credit analyst, as well as overseeing the company’s internal training program for public finance professionals as part of its professional development platform, HilltopSecurities University. .

With 35 years of experience in the municipal sector, Belsky was Managing Director of the Fitch Ratings Public Finance Group where he worked for 15 years. He was also an analyst and competitive underwriter with Northern Trust and created a public finance investment banking group for Mesirow Financial. In addition, Belsky was a senior researcher and instructor at the Harris School of Public Policy at the University of Chicago, where he taught courses on the municipal bond industry and established grant-funded research on municipal finance for the University’s Center for Municipal Finance. He has also served as a city councilor and mayor of Highland Park, Illinois.
